The Head of Government Relations for APAC will provide strategic GR counsel and policy development, supporting eBay’s business priorities: cross border trade, and regional GR staff management for eBay’s growing business in Asia Pacific.

This position reports directly to the Global Vice President Government Relations in San Jose California, and will work very closely with the Senior Vice President for APAC, Head Legal Affairs for APAC in Singapore and APAC country leaders.

This role will be part of the APAC leadership team, and the successful candidate will have the seniority and experience to add to eBay’s businesses beyond pure domain expertise. The ability to adapt to the diverse markets in APAC and work closely with eBay’s business leaders are critical as are strong management skills to oversee an existing GR team.

The Head of GR for APAC will assist in further developing a cross border trade and business strategy, work with national and local governments, industry associations, academia, think- tanks and merchants to shape the policy environment and protect eBay’s reputation.

This position requires a leader with Asia experience, a pragmatic, flexible and culturally sensitive approach, and is of critical importance to the future success of eBay APAC.


  • Develop a government relations strategy to support APAC business and cross border trade growth plan, assess the competitive environment, customers, regional and global perspectives to protect and build corporate reputation for long term regulatory and advocacy objectives.
  • Collaborate with regional Business Units Leaders, Legal, Compliance and Communications teams and to ensure eBay is compliant with relevant laws and regulations.
  • Manage a team of regional Government Relations professionals, representing eBay’s government, political and regulatory issues.
  • Communicate key APAC government relations issues to eBay’s global government relations and legal teams, senior management and country management.
  • Monitor, interpret and influence the policy environment; political, regulatory, economic developments which may impact eBay’s businesses, ensuring relevant communication is disseminated to all internal and external parties appropriately.
  • Lead executive outreach and key stakeholder engagement to relevant policymakers, ensuring external relations are on-going and aligned.
  • Identify key external regional constituencies, including Governmental and Non- Governmental Organizations and opinion leaders who may have a positive or negative impact on the business.
  • Proactively present concise and business-relevant GR intelligence on pertinent regulatory changes and government issues.
  • Manage external GR consultants in collaboration with other internal stakeholders and colleagues.
  • Organize and launch grassroots outreach as necessary to support causes championed by eBay.
  • Integrate regional GR efforts with global GR teams in the Americas and Europe • Regular travel within Asia-Pacific and overseas.


  • Minimum 15 plus years government relations work experience within Asia Pacific, preferably in a relevant industry: e-Commerce, Internet and Information Technology.
  • Deep knowledge of regional legislative and regulatory processes in Greater China and other key Asian markets is mandatory.
  • A true appreciation for technology; its manifold applications, uses and future. eBay is at heart a technology company, and it is helpful to understand its uses to influence certain regional regulatory bodies.
  • Deep knowledge of regional legislative and regulatory processes in Greater China and other key Asian markets is mandatory.
  • Example of a previously successful formulation of a regionally based and relevant Government Relations strategy is of strong interest.
  • Past work experience with a Western matrix-styled organization, with an understanding of how to successfully navigate through the organization to partner effectively with other business units.
  • Excellent written, verbal, and negotiating skills in English.
  • Strong verbal Mandarin skills are considered essential. Fluency in other Asian languages is beneficial.
  • Bachelor Degree required. Postgraduate education preferred.
